The Perifem Association, which brings together over 200 retail and industrial members, has signed a new agreement with the French Ministry of the Interior, the Conseil National des Centre Commerciaux (CNCC) and Alliance du Commerce, for the security of large retail spaces.

A new agreement to effectively combat all forms of malicious intent

Shopping centers are places where people live, exchange ideas and enjoy leisure activities, and are likely to face the same social problems as other urban areas.

This new agreement supplements and replaces the national convention signed in 2011, which was deemed unsatisfactory by all stakeholders. It sets out the general framework for cooperation between government departments and retail space managers.

The aim is to prevent and fight more effectively against all forms of incivility, malice, delinquency, public order disturbances and terrorist threats encountered in commercial spaces and their immediate surroundings.

Towards synergy between all players in the sector

Under the new agreement, law enforcement agencies and the private sector will work together to carry out a safety diagnosis.

By combining their skills and know-how, they draw up a global and common approach to risk analysis, the identification and examination of specific problems and the adaptation of recommendations.

 

By signing this agreement, the company intends to :

  • the organization of the partnership between law enforcement agencies and a crisis management coordinator present on the commercial site,
  • defining the role and mission of the crisis management coordinator,
  • drawing up a safety plan,
  • collaboration with law enforcement agencies on video protection,
  • handling complaints and investigations,
  • intervention and coordination of law enforcement agencies.

 

 

The safety agreement for large-scale retail outlets also provides for the creation of a crisis management coordinator within the retail outlet. The coordinator's role will be to organize information and raise awareness among site stakeholders, and to liaise with public authorities.
